• Leading, managing, guiding, and motivating team members to deliver Ashghal DNO&M objectives, policies, procedures, and regulations and providing technical expertise and knowledge, where required.
• Developing a safety culture improvement strategy for Ashghal DNO&M and associated contractors in line with PWA’s vision and values.
• Leading investigations of serious incidents on any Ashghal DNO&M site which involves fatality or large-scale emergency evacuation and providing reports and recommendations within agreed timescales.
• Provide and agree on annual plans and budgets necessary for successful implementation of HSE strategy and manage delivery against targets (includes plans and budgets for supplies, equipment, resources and training).
• Identify, monitor and take necessary actions to achieve agreed H&S KPI targets.
Ensure appropriate HSE technical input to all Ashghal DNO&M tender submissions and contracts submissions prior to award.

1. P017 C1-IN Project, Upgrade of Al Wakrah Main Expressway Roads. HPD Project ID: IA 2017 C 040 G. The client Ashghal (PWA) who appointed KBR as a PMC, with Jacobs (Halcrow Consulting) as a SC and Boom Construction Company as a main contractor to carry out construction works. The general scope of works includes but not limited to: 9.2 km of main carriageway with three lanes each side; deep & shallow excavations, microtunneling, horizontal directional drilling, dewatering for laying of utilities, such as: TSE, SWD, HV/MV/LV, QTEL, QAF, MOI-SSD; MEP works for the Highway Underpass, Construction of Tunnel Serviced Building, and Pumping Station at junction 17/01; four signalized junctions, namely Al Afja, Ooredoo, Pearl and Al Razi; 6.1 km pedestrian and cycle paths; landscaping and irrigation works; intersects with Q-rail two main stations; street lighting; ITS works and protection of QP pipelines.

2. DN108-P02 Project, Roads and Infrastructure in North of Al Nassriya Package 02. RPD Project ID: IA 2017 C 028 G. The client Ashghal (PWA) who appointed Parsons Brinkerhoff (PB) as PMC, with Hyder Consulting Middle East Ltd. as GEC and Boom Construction Company & Lotus Trading and Contracting Company as a Joint Venture to carry out the construction works as a main contractor.

3. DS131 Project, Roads & Infrastructure in Government Residential Division in North of Al Wukair. RPD Project ID: IA 14/15 C 057 ST. The client Ashghal (PWA) who appointed Parsons Brinkerhoff (PB) as a PMC, with Parsons International Limited (PIL) as a GEC and Boom Construction Company and Lotus Trading & Contracting Company (Joint Venture) as a main contractor.

• Advising, revising and implementing the legal and other requirements.
• Developing, reviewing and implementing HSSE Policy, Plan and Procedures.
• Establish Key Performance Indicators, goals & objectives with relation to continual improvement.
• Review and approve method statements & risk assessments and Permit to work applications.
• Provide strategic/ general safety advice to top management, Main/Sub contractors and employees.
• Carrying out audits and conduct unscheduled and scheduled HSSE inspections for all company premises and work sites.
• Develop, conducts & ensures induction & training needs on relevant HSSE topics.

Delivering Quality, Health, Safety and Environmental management that has involved system development, implementation, coordination and management, having worked in both corporate support and operational. Reviewing and implementing HSE (IMS) policies, QHSE plan, procedures and methodology to ensure all requirements of integrated management systems are addressed and fulfilled.
