Acting as a Head of Central Contract Cell of WAPDA, which is the highest position in WAPDA related to Contracts Department. Responsible for procurement of Contractors on basis of EPC and admeasurement contract viz review of Bid/Contract documents of Civil and E&M, attendance of Pre -bid meetings, prepare response to queries raised by the bidders, prepare addenda, evaluation of bids and MOU with the Contractor. Further, the job includes to resolve the Contractual issues with the Contractors for ongoing WAPDA’s Projects.

Major Ongoing Projects includes Tarbela Tunnel 4 Extension Project of 1410 MW and Neelum Jehlum Project of 969 MW. This job includes review of Bidding Documents, Bid Drawings and review of Design Criteria submitted by the Consultants for Major components of Power House Intake Structures, Forebay, Penstaock and allied Structures related to Switchyard and Grid Stations of Power House.

Responsible for procurement of Contractors on basis of EPC and admeasurement contract viz review of Bid/Contract documents of Civil and E&M, attendance of Pre -bid meetings, prepare response to queries raised by the bidders, prepare addenda, evaluation of bids and MOU with the Contractor. Further, the job includes to resolve the Contractual issues with the Contractors for ongoing WAPDA’s Projects. Moreover, prepare draft for revised bidding documents for small and large civil Contracts for adoption of country specific documents for PEC as Task Group member.

Processed Interim Payment Certificates (IPCs), Variation Orders (VOs), Take Over Certificates (TOCs), Defect Liability Certificates (DLCs), Contractor’s submittal/ Engineer’s Evaluation of Civil as well as Mechanical Contractor’s claims. Further, the job included review of Pre-qualification and bidding documents, Consultants’ invoices, meetings with the Consultants & Contractors on weekly basis to resolve disputed matters amicably. Moreover was responsible for procurement of Goods, Consultants, Civil as well as Mechanical work’s Contractors, Technical & Environmental Panel of Experts (POEs), Dispute Review Board (DRB) Members, Individual Contract / Legal Consultants, Technical & Administrative staff for Project Management Office (PMO) for Punjab Barrages. Managed settlement of claims with DESCON (Civil Contractor) and Electrical and Mechanical Contractors of Taunsa Barrage Rehabilitation Project. Prepared Employer’s Position statement and defended the Employer in DRB.

• Managed Amicable Settlement with Dongfang Electrical Corporation (DEC) of China for a dispute amounting to US $ 409 million.
• Managed Amicable Settlements with M/s Harza Engineering of USA, Binnie & Partners of UK & Ewbank Preece of UK.
• Held meetings with Collector/Dy. Collector Customs Karachi in connection with refund of custom duty claims & release of Indemnity Bonds (IBs).
• Reviewed Contractor’s Final Statement.
• Reviewed Contract Documents of WAPDA Employees Housing Society (3000 Kanals) Tarbela.
• Rendered advice to GM & PD from time to time on the contractual as well as O&M of the Project.
• Carried out Supplementary Environmental Study (SES) for fixation of minimum discharge d/s of Barrage at Ghazi.
• Reviewed Revised PC-1 of Ghazi Barotha Hydropower Project.
• Held meetings with Pakistan Aeronautical Complex (PAC) regarding settlement of land disputes.

Reviewed Interim Payment Certificates (IPCs), Variation Orders (VOs) of Civil Works, Take Over Certificates (TOCs), Defect Liability Certificates (DLCs), Contractor’s submittal/ Engineer’s Evaluation of EOT/Cost claims of Civil, Mechanical and Electrical (M&E) Contracts. Further, provided assistance to WAPDA Counsel (Local and Expatriate), Contract Advisor and Independent Consultant for preparation of WAPDA’s response to Dispute Review Board (DRB) for Arbitrations, Lahore and International Centre for Settlement of Investment Disputes (ICSID). Also defended WAPDA in Arbitration/Courts and Amicable Settlements with local as well as international Contractors. Assisted Attorney General for Pakistan and Chairman WAPDA during Amicable Settlement with Ghazi Barotha Contractors (GBC, lead firm Impregilo of Itlay). Also reviewed Contractual and Technical Bid documents of Kalabagh Dam Project prepared by NESPAK. Reviewed and finalized Consultancy Services of WAPDA Employee’s Housing Society Tarbela. Frequent meetings with Consultants & Contractors and visits to site for monitoring the progress and quality of works was also part of the job. Moreover, rendered advice from time to time on the problems faced during O&M of the Project.

Monitored the implementation of the PHC (Engineer) Quality System Documentation at site locations for Ghazi Barotha Hydropower Project (Civil Works US$ 1.5 Billion/1450 MW) and carried out review of quality records being generated, to verify their compliance with Contract Specifications, Construction drawings and quality system documents of PHC & Contractor. The job also included monitoring the implementation of the Contractor’s Method Statements and Work Procedures at site locations and carried out review of their quality records in liaison with Contractor’s QA Inspectors. Moreover liaised with PHC team members at Project locations to establish and monitor the implementation of their specific contribution to PHC Quality System. Also was responsible to assist Quality System Manager for annual quality Audit of the Engineer and the Contractor.

Prepared budget estimates and assisted Chief Engineer in Technical & Civil Contractual matters. The job included contract evaluation, enlistment of Contractor, technical verification of interim payment certificate (IPC), scrutiny of Invoices for local consultants, withdrawal application of foreign Consultants, progress invoices of foreign consultants and review of rates for varied items. Also analyzed and processed Amendment No. 3 for additional resources of Consultants including their additional Man-months and transport requirements. Moreover involved in review of technical matters such as vetting of technical specifications. Prepared tender documents for additional storage sheds amounting to US$ 1.5 million and carried out its evaluation. Prepared revised PC-1 of the Project amounting to US$ 240 million (184 MW) and defended in WAPDA, Ministry of Water and Power, Planning and Development Division and Central Development Working Party (CDWP) forums. The job also included frequent meetings with Consultants and Contractors and visits to site for monitoring the progress and quality of works.

As Deputy Director (Tech) assisted General Manager & Chief Engineer in Technical and Administrative matters. In this regard prepared project briefs, prepared replies for Senate & National Assembly queries for Kalabagh & Basha Dam Projects. Also updated cost of Kalabagh Dam Project from 1987 level prepared by Kalabagh (KC) to July 1997 level. For updragation of feasibility report prepared by MONENCO, developed Area Capacity Curve of Basha Dam Reservoir using SOP GT Sheets on a scale of 1:7500.

As Deputy Director Design reviewed the Hydraulic design criteria of Swabi SCARP and Chashma Right Bank Canal Project (Stage-III).
Also prepared design and drawings of distributory and structural design of bridges, siphons and regulators of various projects.

Worked on hydraulic and structural design of Abbasia Link Canal Project having capacity of 5, 000 Cusecs. The job dealt with the design of multi span bridges, head regulator, cross-regulators, falls, retaining walls and cross-drainage works i.e. siphons, superpassage and culverts.
Carried out hydraulic and structural design of Power channel, forebay, penstock, tailrace channel and fixed dimensions of 4 MW Powerhouse of Kargah Hydropower Project.
Worked on the preliminary design of spillways structure such as retaining walls, piers and bridge for Mirani Dam Project.
Worked on structural design of prestressed multiple span bridges for North Dadu Surface Drainage Project.
Carried out structural analysis and design of seven storeyed WAPDA office building Islamabad, Area Electricity Board Building Faisalabad & WAPDA House Peshawar.

Worked on structural design of different components of Industrial Buildings including multi storied concrete buildings, overhead and under ground storage reservoirs and cement silos etc

Carried out Structural design of 7000, 5000 and 2000 metric tonn capacity oil storage steel tanks and prepared construction drawings in Multan, Faislabad and Lahore. Further assisted the aforementioned Contractors in approval of the design from the Employer.
