 Handle salary/ compensation & benefits administration activities such as preparation of monthly payroll input; forwarding the payroll input to the Accounting Section for salary disbursement; appraisals/ bonuses/ promotions including issuing of related letters and updating employee records with the consequent salary changes among others
 Act as a central contact point for HR and personnel administration related matters including but not limited to leave administration (processing leave applications, documentation of leave records, disbursement of leave salary etc.), employee relations activities like handling/ resolving employee queries / grievances, employee disciplinary matters and escalation of issues to the Division Manager
 Implementation of Company’s Policies, plans, systems, procedures and job descriptions.
 Assist in the allocation of new appointments and transfers, compilation of staff leave schedules etc
 Plan future manpower requirements in consultation with other department heads & overseeing the recruitment process.
 Maintain & update company organization Charts
 To provide support to the General Manager in the overall operation..

 Liaise with relevant Project Heads, Department Heads and Planning Manager in forecasting of Workers’ requirements for Departments/Projects where necessary & take appropriate steps to ensure proper Manpower Management & utilization at respective projects.
 Keep a track of all workers’ requirements of Projects /Departments, status of new employees joining and making a plan for timely mobilization & demobilization without keeping any workers’ idle.
 Monitor the Workers’ Arrivals, Airport pickups, Accommodation arrangements, Induction and ensure that the new workers’ are issued with PPEs before the mobilization to the projects.
 Ensure timely signing of Employment Contracts by newly recruited workers’ and coordinate with Immigration Department / Time Office for their Medical Test, Finger Test arrangement and Residence Permit fixing within the stipulated time.
 Coordinate with Logistics Department for required Workers’ Accommodation and ensure Workers’ Accommodations are available for mobilizing Workers’ for Projects/Departments.


 Liaise with Immigration Department to ensure all administrative work related to government and legal aspects of employment such as Residency Permit renewals, entry/exit permits etc. is completed as required.
 Ensure a Comprehensive Performance Evaluation Policy & Forms for Workers is formulated and its’ implemented.

 Preparation of Increments/Incentives/Promotions for workers with the directions of Manager - HR & Administration for the final review by the Management.
 Maintain an updated distribution of workers in project their present trade at the Project.
 Maintain the updated records of CTC/daily/ hourly rates of Company Workers.
 Monitor the employment, timely updates, follow up, other administrative matters, Resignation, Termination & maintain accurate records of the HBK Sponsored workers working at JV/Sub Contractors & HBK Group of companies.
 Ensure the Resigned & Terminated Workers’ RP cancelation confirmation and Exit Air Ticket is filled and confirmed the same.
 Monitor the metrash report and ensure the terminated & resigned workers are exit timely, if not report absconding immediately.
 Supervise all the Welfare Section Staffs and Monitor all Welfare Staffs’ activities/ requirements of the Projects’ Welfare Office.
 Ensure that the Workers Welfare Forum at each workers accommodation is carried out and action taken based on the outcome of the Workers Welfare Forum.
 Monitor and Conduct periodical pre-inspections of Welfare Standards at Workers’ Accommodations/ Project/ Department through Welfare Section Staffs and attend Welfare initiatives to be addressed with the consultations of the Manager - HR & Admin and Manager - Logistic & PR.
 Monitor all formalities of Deceased Employee (if occurred) until it is dispatched at the very earliest day to families and ensure that due final settlements or other requirements are arranged as per Company Policy and Qatar Labour Law.

 Coordinate & Supervise Logistics Departmental functions in support of Employee welfare & logistic needs & initiate corrective & preventive actions.
 Coordinate major events with regards to the Workers Welfare and Cooperate Social Responsibility (CSR).
 Approving Workers’ Leave Applications/Emergency Leaves.
 Signing the Workers’ Employment Contract during the absence of Manager - HR & Administration.

 Implementing HR policies, procedures and instructions within the project. Monitoring changes within the local area which have the potential to impact project staff and recommending appropriate changes to human resources policies, programs and practices which are both competitive and cost effective.
 Providing technical assistance and expertise to project management in the development of human resources programs designed to meet short term and long range operating objectives.
 Defining and recommending project level organizational objectives, developing specific short-term and long-range plans, and monitoring progress to ensure work objectives are attained and schedules are met.
 Implementing training programs for new or revised human resources policies or programs, evaluating effectiveness of implementation and determining appropriate methods for reporting on program’s effectiveness.
 Providing interpretative guidance to project staff concerning the intent of human resources policies.
 Planning and providing oversight for project HR staff including: employee relations, staffing and recruitment support activities, learning and development, visas, block visas and other statutory documentation and all aspects of government relations.
 Forecasting project HR staffing requirements.
 Selecting, training and developing assigned staff.
 Monitoring performance of assigned personnel.
 Initiating human resources actions for assigned staff (performance evaluations, salary actions, etc.).
 Continually review processes and procedures to ensure they are as effective as possible.
 Planning and management of the project HR budget.
 Performing other duties as required by the Project Director or the GBU HR Manager.

To provide support to the Administration Manager in the overall operation of the Administration Department.
•Implementation of Company’s Policies, plans, systems, procedures and job descriptions.
•Actively involved in the process of various transactions in the Personnel and Public Relations section.
•Assist in the allocation of Human Resources including new appointments and transfers, compilation of staff leave schedules etc.
•Render assistance in the processing of new visas, official documents. Co-ordination with the Accounts, Purchase Department and Stores on various aspects related to the Administration Dept.
•Preparation of plans of action for the PROs based on their reports and follow up implementation and update of the system in liaison with the Personnel section.
•Processing Motor Insurance & Workmen Compensation claims, and tracking the renewal of insurance policies.
•Review of dues statement, time sheets and time cards, pay roll and random review of all official documents.
•Ensure the payroll staff has maintained and update all information to the ERP system.
•Follow up issue of new and renewal of lease contracts, licenses, registration, and entry passes. Maintain a record of all passes issued in a way to ensure control over these passes and retrieval when necessary.
•Conduct exit interviews in order to ensure lowest rotation of employees through resolution of conflicts and ensuring best practical working environment, all in line with the Company's policies and objectives.
•Close liaison with Site Administrators and Camp Bosses.

•Review with Senior Administrator Site, the status of accommodation for staff and workers to ensure availability for new recruits and resolve with the management in case of shortages of accommodation.
•Coordinate with Site Accountant / Timekeeper on timely close out of monthly workers payroll.
•Ensure timely renewal of staff accommodation.
•Assessing the training needs in consultation and coordination with concerned department of all our staff & workers and suggest appropriate training to enhance their skills for better utilization of manpower.
•Verification and sanctioning of petty cash vouchers and statements.
•Evaluating jointly with Plant department the need for driving licenses, vehicle pooling, and transportation to site & remote areas etc…
•General communication / coordination with various clients such as QP, Qafco etc. particularly issues related to gate passes, procedures for accommodation/messing etc..
•Design a format whereby you can report on fortnightly basis to the management the status of progress related to various issues being handled by you such as recruitment, visa, training and highlight issues related immigration.
•Coordinate with Planning department, Admin, hire in/out dept., Construction dept. with regards to hire in or hire out of manpower/equipment locally.
