- Pre-contractual Phase:
1. 2. Preparing quantities take off, methods of measurements, and technical specifications according to Master format, preparing rough and detailed cost estimate.
3. Choosing the appropriate procurement instrument, developing the procurement strategy, verifying the statement of work, preparing solicitation documents for the tenders, reviewing the non-competitive justification and review the evaluation criteria, determining the appropriate contractor selection methodology.
4. Preparations of ToRs for Open Competition Bid and RFP for Limited Competitions Bid, all bids are Single-Stage, Two-Envelope Bidding Procedure.
- Contracting Phase (tendering process and awarding of contract):
1. Respond to inquiries from prospective bidders & issue appropriate tender circulars/addenda; holding Bidders' Conferences; conducting Site Visits.
2. Preparing Opening of Bids report.
3. Bid evaluation which includes: preliminary examination for completeness of Bids and Bid securities; determine of substantial responsiveness of bids; initiate and administrate all contractual correspondences including seeking clarifications from bidders; detailed evaluation and comparison of bids using the method of Quality - and Cost-Based Selection (QCBS) with the following criteria: relevant experience, past performance, financial capability, capacity assessment, management and technical skills, available resources, proposed team for the project; responding to challenges to procurement decisions; preparing award recommendation and final evaluation report; review of the JV Contract Agreement between the JV parties; finalization of award and letting of contracts.

6. Checking and reviewing the translation of amended articles form English to Arabic language and vice versa.
- Contract management phase:
1. Providing all the clarifications for the queries and the RFI sent from International equipment suppliers for the construction of new facilities with a turnkey contracts.
2. Checking and reviewing the end user certificate (supply contracts).
3. Checking and reviewing hold harmless/indemnification agreements/clauses.
4. Checking power of authorisation for the assigned project manager.
5. Handling possession of the site.
6. Holding ‘Kick off’ meeting with the contractors and the consultant.
7. Checking and reviewing the advance payment bank guarantee.
8. Review and negotiate contractor's time and cost related variations and claims and scope of work reduction due to required capital reduction as per owner requirements & make amendments to the Contracts (8 V.O ranging from 2.5millions up to 12millions total worth of 49millions).
9. Value engineering for 3 projects which resulted in (189) millions capital reduction.
10. Checking and reporting on contractor and construction supervision consultant and other associated parties compliance with the contract and progress of works.
11. Coordination with site team to ascertain contractual and practical measures to ensure compliance with requirements.
12. Assessing contractual implications of site decisions and optimization of practical contract conditions.
13. Assisting department project managers in resolving contractual discrepancies; ambiguity, lack of clarity, divergent opinions & interpretations.
