Database Development: Participated in design and development of a comprehensive Oracle™ based database for compliance tracking and reporting. Database was developed to evaluate and report compliance of drinking water utilities with applicable rules, regulations, policies, permits and operation and maintenance requirements. Develop flowcharts to be used by programmers, provide rule interpretation and policy decision for rule applications, test the database for accuracy, update database with daily reports and use database to evaluate compliance. This database was used as a statewide depository of compliance monitoring results and operation and maintenance records. It also included fields to link to other water inventory and water usage on a statewide level. Database was adopted as a national model for EPA compliance tracking.

Water Quality Permits: Issue and implement water permits including drinking water, wastewater discharge (NPDES), groundwater protection permits and aquifer protection permits, and wastewater reuse permits. Permits review and evaluation included engineering plans, monitoring plans, best management practices, and emergency operation plans.

Program Planning: Participate in the water quality division organization assessment study. The study assessed responsibilities and organization of different units within the water quality division and the relationship between the different units and decentralized regional offices. The study recommended establishment of compliance and enforcement teams, as well as defined responsibilities and relationships between different units within the division.

Emergency Response: respond to water and wastewater contamination incidents statewide. This included environmental sampling, auditing impacted facilities, develop emergency action plans and provide final incidents reports.

Correction measures are recommended and sanitary survey reports are provided. Also provided onsite education and compliance.
