Cost Control Manager at ASO (Arabtec-Sanjose- Oger Abudhabi) Louvre JV

This is a project posting at the Louvre Abu Dhabi Museum currently in the construction phase. I manage a team of 2 Engineers and 1 Cost Accountant for the Budgeting, Costing, Cost Control, Change Control, Cost Monitoring and Reporting functions of the project. I also managed 2 ERP developers for a period of 8 months for the design and development of an ERP system that integrated the Finance, HR and Commercial Departments at the project.
Job Responsibilities
1. Lead budgeting, cost forecast, cost control, change control and cost monitoring functions and coordinate with other functional groups - contracts, procurement, warehouse, construction and quality control for the identification of critical items posing budgetary challenges and provide work around and solutions to meet target budget.
2. Establish Cost Break Down Structure and Resource Charts for facilitating procurement and cost status tracking.
3. Support the Value Engineering proposal submissions to the client and liaised with Project Manager and Client representatives for optimum replacement material/technology that was acceptable.
4. Provide estimate assistance for pricing of variation/varied works and contra charges to the subcontractors.

Special Assignment
ASO representative for the design and development of EPromis ERP Application. I was responsible for the definition of business process requirements, workflows, definition of features, customization of reports, module testing and overall output definitions.

This was a project based assignment at the Abu Dhabi Financial Centre Project comprising of 4 Office Towers, 1 Stock Exchange Building, 2 Car Parks and one Retail Building (Galleria) located at the Al Mariah Island, Abu Dhabi. I managed a team comprising of a Cost Control Manager, 3 Project Controls Engineers, 2 Cost Accountants and 2 Office Assistants involved in Project Control functions.

Job Responsibilities
1. Supervise the poreparation of Tracking Budgets, Variance Reports, Forecast of Cost and Project Cash Flow
2. Manage Cost Control and Change Control functions in the project and maintain updated list of client induced and internal changes with the impact assessment.
3. Review and upkeep of Cost Break Down structure for cost monitoring and reporting
4. Maintain and update project risk register
5. Coordinate with sub consultant for the adoption of cost effective construction methodology and material selection satisfying ‘Buildability’ norms as set in the Design and Build Contract requirements
6. Train and audit project team/departments in the compliance of established process and procedures and also assisted in the training of interdepartmental peers in the use of Oracle ERP system

This was a deputation at the Head Office to assist the Department Manager of the Project Controls Department. I directly managed 3 Cost Accountants, 1 Project Controls Engineer and 3 Quantity Surveyors working in Budgeting, Costing, Change Management and Pre - Award/Post Award Subcontract Valuations.
The following were my Job Responsibilities
1. Assist Department Manager in establishing the project controls charter in the company and formalizing process, policies and procedures for various departments at the organization and project levels.
2. Establish Cost Code Structure for companywide budgeting and reporting as per CSI Master Format structure.
3. Establish new cost reporting structure and forms for improved visibility and understanding of information presented and established KPI’s for various Project Controls deliverables at the project and head office.
4. Supervise the Support Services (Formworks, Camps, Housing Plant &Equipment, Scaffolding and Transport) Budgets and Charge Out rate computations.

Cost Engineer at Sahara India Commercial Corporation - Bechtel

This was a posting with the Program Management Office of a multi-billion dollar city development in India. I was working with the Cost Monitoring Cell within the PMO run by Bechtel Corporation. The project, an 18, 000 hectare development, was the flagship offering of realtor Sahara India Commercial Corporation consisted of an array of residential apartment complexes, town houses and stand alone villas and infrastructure of 140 km of asphalt roads, 10 km bridges and causeways, a helipad, an airport for medium sized aircraft and 5 dams for water conservation. The first phase infrastructure and support facilities such as PGA designed 18 hole golf course, golf training academy, discotheque, open air theater, artesian village, tribal resorts, various town centers with commercial retail spaces were being constructed at the time.

1. Prepare ROM Estimate for constructability studies
2. Prepare Budgets with OOM Estimates upon receipt of development approvals prior to tender invitation stage
